Writing an NCO evaluation report (NCOER) is an annual requirement in the Army. The finished product is the single most important factor in promotions and successful careers. Forms The NCO Evaluation Report (NCOER) utilizes the following forms:

  • DA Form 2166-9-1A (Support Form)
  • DA Form 2166-9-1 (E-5, Direct-level)
  • DA Form 2166-9-2 (E-6/7/8, Organizational-level)
  • DA Form 2166-9-3 (E-9, Strategic-level)

Format To ensure consistency, NCOER bullets should adhere to the following guidelines:

  • Begin each bullet comment with a lower-case letter “o” to indicate the comment’s initiation.
  • Commence each bullet comment with a lower-case letter, unless it involves a proper noun that typically requires capitalization.
  • Initiate NCOER entries with verbs or possessive pronouns (e.g., his, her); personal pronouns like he or she may be utilized.
  • Employ past tense when describing performance or contributions within NCOER statements.
  • Keep NCOER entries brief, concise, and direct, ensuring they do not exceed two lines in length.
